Promote Greater Intra-Asean Investments

KUALA LUMPUR, Aug 11 – The Association of South-East Asian Nations (Asean) should promote greater intra-Asean investments, especially by the grouping’s home-grown firms, said Minister of Internation Trade and Industry, Datuk Seri Mustapa Mohamed said.

He said Asean companies should be encouraged to take steps to strengthen intra-Asean investment flows, which was in line with the aspiration to build and form an Asean Economic Community (AEC) by 2015.

“A number of Malaysian companies are already operating in Asean and are keen to expand and invest in new projects,” he said.

Mustapa said this at the Asean Economic Ministers-Asean Investment Area (AIA) Council Meeting yesterday in Manado, Indonesia, according to a statement by the Ministry of International Trade and Industry (MITI) today.

The statement said intra-Asean investment increased significantly to US$12.1 billion (US$=RM3.02) in 2010 from US$5.2 billion in 2009, exceeding the peak of 2007 (US$9.6 billion), and average levels (US$4.5 billion) over the last 15 years (1995-2009).

Intra-Asean investment accounted for 16 per cent of total foreign direct invest (FDI) flows to Asean. The major Asean investors are Singapore (US$7.4 billion), Malaysia (US$2.3 billion) and Indonesia (US$1.6 billion), it said.

MITI said at the meeting, Mustapa also has expressed confidence in Asean’s economic growth prospects but stressed the importance of achieving greater Asean integration through the establishment of the AEC by 2015.

“The AEC is vital for the generation of new economic growth opportunities for all Asean member states in the years to come,” he said.

The statement said global economic and FDI recovery has had a positive impact on Asean.

FDI flows into Asean in 2010 reached US$75.8 billion, double the 2009 level of US$37.9 billion.

Investments into Asean were mainly from the European Union (US$17 billion), US (US$8.6 billion), Japan (US$8.4 billion), South Korea (US$3.8 billion), China (US$2.7 billion) and India (US$2.6 billion).

The services sector continued to increase both in terms of value and share of FDI inflows, and amounted to US$49.2 billion, or 65.7 per cent, of total Asean FDI inflows in 2010.

The financial intermediation (US$16.5 billion) and real estate (US$12.9 billion) sub-sectors were the main FDI recipients in this sector.

The manufacturing sector was second with US$21.0 billion, or 28.1 per cent, of total FDI flows in 2010, it said.

MITI said Mustapa welcomed Asean’s strong rebound from the 2008 global financial crisis indicated by increased regional gross domestic product growth of 7.4 per cent in 2010 from 1.6 per cent in 2009.

Mustapa said while focusing on achieving a functioning AEC, which would make Asean a single market, efforts should also be made to strengthen Asean global competitiveness.

He supported Indonesia’s initiative to host the Asean Investment Forum on the sidelines of the 19th Asean Summit in Bali in November 2011.

The forum seeks to develop a regional approach on investment to position Asean as a highly competitive global economic region.

Halal Industry To See Double Digit Export Figure In 2012

KUALA LUMPUR, Sept 9 – Malaysia expects the processed halal food and beverages industry to achieve a double-digit export figure next year from the RM8.2 billion recorded in 2010.

International Trade and Industry Minister Datuk Seri Mustapa Mohamed said existing and new local entrepreneurs must exploit and utilise the growing appetite of the halal industry, to accelerate further the performance of export production in line with growing demand.

The United States, China, Pakistan, Japan and Singapore are the major export destinations for local halal products.

The minister who was optimistic of the halal industry’ growth potential said the double-digit figure can be achieved with the increasing strategies on the local front, such as the country’s biggest halal expo, Halal Fiesta Malaysia (HALFEST) 2011 in October, the Malaysia International Halal Showcase and other continuous initiatives by the government.

“The RM8.2 billion is a small number and we need to improve further to be a significant player in the halal global market.

“Malaysia, with the best halal eco-system in the world, including the full focus on the non-food sector development coupled with expertise and experience in the industry, are more reasons for players to seize opportunities available,” he told a press conference after the HALFEST pre-launch ceremony, here today.

Mustapa said local entrepreneurs must change the unhealthy perceptions of Malaysia and perform better than companies in Thailand, Brazil and Australia.

Earlier in his speech, he said expos such as HALFEST will assist local companies to strengthen product branding and halal services offered.

This will directly lead to more local companies being able to penetrate the global halal market.

HALFEST will also be a platform for multinational companies to gauge the ability of local companies and their products.

The global halal market is estimated to be worth more than US$2.3 trillion annually.

PAS tells public to protest 6 percent 'tax rob' on prepaid

Sep 9: Unable to find ways to generate income, the government now appears to resort to "robbing the poor" by imposing six percent tax on every prepaid reload and starter pack purchase, said PAS vice president Mahfuz Omar.

He was responding to the announcement yesterday that the public will have to pay six per cent more on all transactions for prepaid mobile reloads and prepaid starter/SIM packs due to a new service tax by the government.

Mahfuz urged the government to foot the bill for the six percent tax, because Telco companies were currently locked in a stiff battle and were offering customers with all sorts of deals in their favour.

He pointed out that prior to this, Telco companies were not required to pay the levy under the Service Tax Act 1975 for prepaid services as it was not imposed by the government.

The Service Tax Act 1975 however requires telecommunication companies to levy service tax at the prevailing rate on telecommunication services, including mobile prepaid services.

Facility used by students, poor

Urging people to protest the latest move, Mahfuz questioned why such a tax is imposed on a facility used mostly by the lower income group, as well as students.

"The government’s decision to victimise them in order to increase its revenue is not at all acceptable,” said Mahfuz, who also heads PAS's Consumerism bureau.

Mahfuz warned that the levy would pave the way for the controversial GST (Goods and Services Tax) should Barisan Nasional win the next general election.

PAS's Kuala Selangor member of parliament Dzulkefly Ahmad described the latest move an attempt to shore up UMNO and Barisan Nasional’s war chest before the 13th general election.

“The move to impose the six percent tax not only burdens the people, it is also a clear effort by the government to source their funds ahead of the 13th general election.

"The government under Najib Razak has never understood the suffering of the people especially the economic woes. The people continue to be burdened each time with hikes in petrol price and basic items, and now this six percent charge,” he sniped.

Cukai prabayar 6% untuk dana PRU-13 BN?

PETALING JAYA, 9 Sept: AJK PAS Pusat, Dr Dzulkefly Ahmad menyifatkan kenaikan caj prabayar sebanyak enam peratus bukan sahaja membebankan rakyat malah ia adalah satu sumber kerajaan Barisan Nasional mengumpul dana bagi menghadapi Pilihanraya Umum (PRU) ke-13 yang akan datang.

Beliau yang juga Ahli Parlimen Kuala Selangor ketika ditemui pada satu sidang media di Pejabat Sekretariat Pakatan Rakyat hari ini juga menjelaskan tindakan itu dilihat sebagai sikap tidak bertanggungjawab kerajaan terhadap rakyat dibawah yang dihimpit dengan masalah ekonomi yang semakin teruk.

"Tindakkan menaikkan caj prabayar sebanyak enam peratus ini bukan sahaja membebankan rakyat malah ia secara jelas adalah satu usaha kerajaan untuk mengumpul dana PRU13 nanti.

"Kita melihat kerajaan dibawah pimpinan Dato' Seri Najib Razak tidak pernah menyelami apa yang telah dialami oleh rakyat terutamanya tentang permasalahan ekonomi, rakyat terus dibebani setiap masa iaitu dari isu kenaikan harga minya dan juga barang keperluan dan sekarang caj enam peratus ini pula," katanya yang juga Pengarah Eksekutif Pusat Penyelidikan PAS (PPP).

Gologan berpendapatan rendah terbeban

Dr Dzulkefly juga memberitahu bahawa kalau kita melihat angka enam peratus itu amat kecil tetapi fokus utama bukan kepada angka tersebut malah ia perlu dilihat pada satu sudut yang berbeza.

"Kerajaan mahupun telco akan mengatakan enam peratus adalah satu angka yang amat kecil tetapi jika kita meihat dari sudut penggunaan dan juga kekerapan ia akan menjadi satu angka yang amat besar.

"Kita tahu rata-rata pengguna prabayar adalah dari mereka yang berpandapatan rendah dan jika mereka terus dibebani oleh kenaikkan caj tersebut apa yang mereka dapat lakukan selain terpaksa mengeluar perbelanjaan yang lebih setiap bulan dan ia secara tidak langsung akan menimbulkan masalah kepada pendapatannya setiap bulan," sambungnya lagi.

Tambahnya lagi, kenaikkan caj tersebut juga merupakan sumber pendapatan baru kerajaan dalam mengatasi masalah kewangan negara.

"Ini adalah sumber pendapatan baru kerajaan dalam bentuk tunai, persoalannya teruk sangatkan masalah kewangan negara ini sehingga kerajaan terpaksa melaksanakan kenaikan caj tersebut dengan cara tergesa-gesa.

"Kita tahu caj yang dikenakan itu adalah dalam bentuk tunai dan dibayar dahulu oleh pengguna, jadi berapakah jumlah sebenar yang diperolehi oleh kerajaan setiap hari mahupun setiap bulan dan kita nak kerajaan jelaskan berapa jumlah serta kemana wang tersebut dibelanjakan.

"Sekali lagi apa yang saya ingin nyatakan disini Najib sekali lagi gagal melaksanakan prinsip yang beliau bawa dalam konsep 1Malaysia yang mana Rakyat Didahulukan, Pencapaian Diutamakan. Kalau Najib betul-betul perihatin terhadap rakyat bukan cara sedemikian ia dilakukan, dalam keadaan sekarang rakyat tidak lagi boleh dibebani oleh kenaikan harga barang," tambahnya lagi.

Semalam syarikat telekomunikasi telah mengumumkan kenaikan caj sebanyak enam peratus berkuatkuasa 15 September nanti dengan alasan mengatakan cukai perkhidmatan merupakan cukai penggunaaan dan boleh dikenakan kepada pelanggan sebagaimana yang disediakan dalam perundangan cukai perkhidmatan dan ia termaktub di dalam Akta Cukai Perkhidmatan 1975.

PM: Right Decision To Liberalise Higher Education

KUALA LUMPUR, Sept 9 – The government made the right decision to liberalise the higher education sector in 1996, enabling more students to pursue their tertiary education locally, Datuk Seri Najib Tun Razak said today.

The Prime Minister said the Private Higher Educational Institutions Act 1996 had encouraged private sector and government-linked companies and foreign institutions to set up universities and branch campuses as well as conduct twinning programmes in the country.

“It was a blue ocean strategy before the term was even coined and became popular in providing more places for Malaysians as local institutions cannot accommodate all the qualified students and not every Malaysian can afford the cost of an overseas education,” he said at the 13th convocation of Universiti Tunku Abdul Rahman at Wisma MCA here.

Also present were MCA president Datuk Seri Dr Chua Soi Lek, Deputy Higher Education Minister Datuk Dr Hou Kok Chung and university president Datuk Dr Chuah Hean Teik.

Najib added that the willingness to invest in human capital development had held Malaysia in good stead as a nation.

He said that in just one generation Malaysia was transformed from a low income agriculture economy into an upper middle income modern industrial economy.

“Human capital lies at the core of innovation and productive high income economy.

“No economy can succeed without a highly skilled talent base that respond creatively to economic changes, and is centred on creating, developing and utilising knowledge,” he said.

He congratulated the graduands and told them graduands that their responsibility now is to propel the nation to greater heights.

“I urge you to go forth with this strong sense of responsibility and underpin your pursuit of success with uncompromising integrity, transparent, ethics and moral values which are the hallmarks of truly educated individuals,” he said.

The Prime Minister presented scrolls to 60 of the 2,773 graduands at the ceremony.

PM Minta Syarikat Telekomunikasi Kaji Semula Caj 6 Peratus Cukai Perkhidmatan

KUALA LUMPUR, 9 Sept – Perdana Menteri, Datuk Seri Najib Tun Razak meminta syarikat telekomunikasi supaya mengkaji semula keputusan mengenakan cukai perkhidmatan sebanyak 6.0 peratus kepada pengguna ke atas produk tambah nilai dan pek permulaan kerana keputusan itu kini dilihat membebankan rakyat.

Najib berkata keputusan itu yang diambil sendiri oleh syarikat telekomunikasi merupakan satu keputusan yang tidak popular selepas beliau mengambil kira pandangan dan maklum balas dari pengguna.

Menurutnya, fokus utama ketika ini sepatutnya untuk mengurangkan beban rakyat dan bukannya mengambil keputusan untuk menambah beban itu.

“Saya dah dapat banyak reaksi dan maklumat timbal balas dari orang ramai bahawa langkah yang dibuat oleh syarikat telekomunikasi mengenakan cukai perkhidmatan kepada pengguna adalah suatu yang tidak popular dan sukar diterima oleh rakyat.

“Saya berharap syarikat telekomunikasi dapat kaji semula langkah ini kerana hari ini kita hendak kurangkan beban kepada rakyat.”

“Kini rakyat terpaksa menanggung kos perbelanjaan serba-serbi dan ada sesetengah bahan makanan sudah bertambah harga, kita hendak kurangkan bebanan pada rakyat,” katanya selepas melancarkan logo baharu Maybank di Menara Maybank di sini hari ini.

Najib berkata kerajaan tidak pernah meluluskan apa-apa berkenaan caj cukai 6.0 peratus berkenaan sebaliknya ia dibuat syarikat telekomunikasi sendiri.

“Kita tidak pernah luluskan, keputusan dibuat pihak syarikat telekomunikasi sendiri,” katanya.

Perdana Menteri, yang juga Menteri Kewangan, mengulas satu kenyataan bersama syarikat telekomunikasi hari ini yang mengumumkan caj berkenaan akan dikenakan kepada produk-produk prabayar bermula Khamis depan.

Menurut kenyataan itu, cukai perkhidmatan bukan sesuatu yang baru, namun sejak perkhidmatan prabayar diperkenalkan pada 1998 cukai berkenaan diserap oleh syarikat telekomunikasi.

Langkah itu diambil bagi memastikan perkhidmatan prabayar mudah alih kekal kompetitif berikutan kadar panggilan dan khidmat pesanan ringkas (SMS) prabayar adalah tinggi berbanding pasca bayar.

Menurutnya, dengan cukai perkhidmatan 6.0 peratus terhadap perkhidmatan prabayar, pelanggan yang membeli tambah nilai RM10 perlu membayar RM10.60, yang mana 60 sen adalah cukai perkhidmatan.

Sementara itu, Maybank melancarkan logo baru yang menampilkan ikon Harimau Malayadengan lebih jelas selari dengan matlamat Maybank yang mahu berkembang sebagai syarikat perbankan bertaraf global.
